Importers of goods subject to sanitary and phytosanitary (SPS) controls, eligible for checks at the Sevington Border Control Post (BCP), have now received their first batch of Common User Charge (CUC) invoices.
The CUC, distinct from Animal and Plant Health Authority (APHA) fees, is essential for funding the government-operated BCP facility at Sevington, which services the Port of Dover and Eurotunnel. This facility ensures that physical checks on SPS imports are conducted safely and securely. The charge applies to all eligible imports, regardless of whether they are selected for a physical check at Sevington.
Invoices will be issued by Shared Services Connected Limited (SSCL) to cover the period from 30th April 2024 to 31st July 2024, coinciding with the implementation of the new SPS controls as part of the second phase of the Border Target Operating Model. Going forward, digital invoices will be issued monthly in arrears, each covering the previous month’s CUCs. SSCL will handle billing and payments on behalf of Defra and will serve as the primary contact for any CUC invoice-related inquiries. Bill payers, including customs agents acting on behalf of importers listed on the Import of Products, Animals, Foods, and Feed System (IPAFFS), are responsible for settling the CUC invoice. It is important to ensure that accurate billing and contact information is uploaded in the IPAFFS notification, as SSCL can only discuss inquiries with the individual or organisation named on the invoice.
